You will make use of:

  • Selection Brush
  • Masking
  • New Adjustment Layer
  • Hue / Saturation

1. Open the file with red eye and enlarge the eyes, so it will be easier to select.

2. Choose the Selection Brush (Elememts 2) tool from the Tool Box (image 1)
Note: Use any selection tool for other version of Photoshop or Elements.

3. With Mode: Selection click on the red eye and brush (select) the red area.
To resize the brush, type the number of px (image2)

select red eye(image2)

or slide the triangle (image3)

brush size(image3)

or use keyboard: [ key for smaller ; ] for bigger.

4. Choose Mode: Mask to see the mask of the selection you made. (image4)
The background layer will turn to the masking color; the color depends on your setting. The mask is everything that is not selected. It is the inverse of what you have selected.

(image4)

Note - To change the masking color, click Overlay Color at the right side of Selection Brush menu bar.

(image5)

If your masking color is red or transparent, it will be hard to see which area is masked. Select a color for your mask other than the red of the red eye and dark enough to stand apart from the selection.

5. You want the highlight (white part) in the center of the pupil to be a part of the mask. In other words you don't want the highlight to be selected. To mask the hight light, make the brush size very small and paint on the white spot. Now the white spot is no longer selected and you have selected only the red eye part of the pupil. (image5)

Note: While you are still in Mask Mode, if you masked a bit too much, press Option key for Mac (Alt for PC) and brush the part you don't want to mask. With the Option key pressed you are taking away from the mask or adding to your selection. You could accomplish the same thing by switching to Selection Mode and painting over this same area to select it.

6. Change back to Mode : Selection. Sometimes you have to click on the background layer a few times in the Layer Palette to get the image in the Layer Palette to change to the color of the mask..

7. Select Hue/Sturation either by clicking on the icon at the bottom of Layer pallete left side, Image7)
or
from the top Menu bar > Layer > New Adjustmnet Layer < Hue/ Saturation. This creates an Adjustment Layer for Hue /Saturation.(right side image7)

(image8)

(image9)

(imag10)
